Turkey has lowered import duties on crude sunflower oil from 36% to 30% and on sunflower seeds from 20% to 12%, according to a decree published in the Official Gazette on 27 August. The new tariffs will take effect on 1 October 2025.
The move follows a decision in July to impose import quotas on sunflower seeds and crude sunflower oil for the period from 12 January to 31 May 2026. Under the programme, industrial processors will be able to import one million tonnes of sunflower seeds duty-free, or the equivalent of 400,000 tonnes of crude sunflower oil at a reduced duty of 20%. The changes are aimed at supporting Turkey's vegetable oils sector and boosting its competitiveness on international markets.
The new tariffs and quotas are expected to boost sunflower oil imports, particularly from Russia and Ukraine, helping to stabilise domestic prices and reinforce Turkey's position as an exporter of refined sunflower oil in the Black Sea-Mediterranean region.
