Russian vegetable oil producers are actively re-routing their exports following the operational suspension of EFKO's critical terminal in Taman. This disruption, which occurred after a drone attack on the night of July 30, has forced exporters to seek new logistical pathways, primarily focusing on Baltic ports, particularly those around St. Petersburg, which possess some experience in handling liquid bulk cargoes. However, the overall handling capacity in these ports remains restricted.
The impact of this shutdown is substantial, as over half of Russia's vegetable oil shipments historically transited through ports in the Azov and Black Sea regions. The reliance on these traditional routes underscores the challenge faced by the industry in the short term.
Several alternative strategies are under consideration to maintain export flows. One option involves utilizing routes across the Caspian Sea and through Iran. While this could help serve markets like India and other Asian destinations, it introduces significant logistical complexities, requiring three separate transshipments and consequently escalating costs. Another avenue being explored is the expansion of shipments via flexitanks, a method that currently accounts for approximately 10% of Russian vegetable oil exports. Furthermore, to honor existing contractual obligations with Middle Eastern buyers, exporters are evaluating overland transport of oilseeds and processed oilseed products to ports situated in the Gulf of Oman.
The shift towards Baltic ports presents its own set of challenges. It significantly extends transport distances and inflates operational costs for Russian suppliers. Shipments originating from central and southern Russian regions can take between one to two weeks to reach Baltic ports, which themselves have limited capabilities for handling vegetable oils. This combination of factors suggests that a complete substitution of the traditional Azov and Black Sea export routes will be challenging to achieve in the immediate future.
