
Russia's Cabinet press office reported that the Russian government has issued a decree extending export duties on sunflower seeds, sunflower oil and meal until 31 August 2028.
The extension of the duties was approved at a meeting of the Subcommittee on Customs Tariffs, Non-Tariff Regulation and Protective Measures in Foreign Trade, under the Government Commission on Economic Development and Integration, in September 2025.
This refers to an export duty of 50%, but not less than 32,000 roubles per tonne, on sunflower seeds, along with a floating export duty on sunflower oil and meal, calculated at 70% of the difference between indicative prices and base export prices. These duties apply to exports outside the Eurasian Economic Union (EAEU).
The press release stated: "The decision is aimed at encouraging the processing of oilseed crops within the country, maintaining price stability in the domestic food market, and supporting the availability of sunflower oil for consumers and sunflower meal for the livestock sector. It will also improve market predictability for participants over the long term."
A 50% export duty on sunflower seeds was first introduced on 1 July 2021, and was initially set to expire on 31 August 2022, but was subsequently extended regularly for one-year periods. In 2024, it was extended for two years, until 31 August 2026.
Russia introduced the so-called "sunflower damper", which involves a floating export duty on sunflower oil and meal, on 1 September 2021. It was initially extended annually for one-year periods, and in 2024 it was extended for two years.
