Indonesia has lowered its crude palm oil export duty for November, a strategic move aimed at enhancing competitiveness against rival vegetable oils and reshaping global trade flows. The November reference price has been set at US$978.90/t, confirming that international palm oil values have softened compared to October and remain below the peaks seen earlier in 2026. This lower government benchmark directly reduces statutory export charges by approximately US$62/t, significantly improving netbacks for Indonesian exporters.

With Indonesia now positioned to offer more competitive FOB levels, international buyers are expected to aggressively secure coverage for the November–December period. This influx of supply is likely to cap short-term price rallies and maintain palm oil’s discount relative to soybean and sunflower oil, where price spreads already favor palm oil in major importing regions such as South Asia, the Middle East, and Africa.

Data for the first three quarters of 2026 shows that Indonesia exported 19 million tons of crude and refined palm oil, representing an 8.1% increase year-on-year. Furthermore, export values climbed 16.1% to US$21.07 billion due to higher global prices, signaling robust demand despite previously high tax regimes. This sustained strength in shipments underlines Indonesia's indispensable role in the global vegetable oil supply chain.

The sharp reduction in total export charges—from roughly US$308/t in October to approximately US$246/t in November—enhances Indonesia’s edge over Malaysia and Black Sea sunflower oil origins. Lower costs provide Indonesian sellers with more room to discount, which may encourage price-sensitive importers to shift their demand away from competing oils. Consequently, global trade patterns could tilt further toward Indonesian-origin palm oil through Q4 2026, especially if rival origins face tighter supplies.

The November duty and levy are anchored in Indonesia’s monthly reference price mechanism, which averages prices from Indonesian and Malaysian CPO exchanges and Rotterdam port quotations. By cutting the reference price by 6.07% month-on-month, authorities effectively moved the CPO price band into a lower export-tax bracket. While the levy rate remains at 12.5% to preserve biodiesel fund inflows, the overall tax load has lightened enough to sustain producer margins amid weaker world prices.

Externally, softer global vegetable oil benchmarks and a firm US dollar continue to shape market dynamics. While current production is sufficient to support higher exports without acute weather shocks, seasonal rainfall patterns and potential El Niño or La Niña risks through early 2027 remain critical variables. Should adverse weather impact yields, the government may reassess its export duty policy to ensure a balance between domestic requirements and export goals.
