Egypt Issues New Licensing Rules For Used Cooking Oil Trade

Dr Manal Awad, Minister of Local Development and Acting Minister of Environment, announced the issuance of a decree by the Ministry of Environment, published in the Official Gazette, on regulating the licensing of used cooking oil trading activities, as part of ongoing efforts to tighten control over the integrated management system for used oils.

Dr Manal Awad explained that the decree sets out procedures for obtaining a licence or permit from the Waste Management Regulatory Authority to trade in used cooking oil, covering collection, transport, storage or export activities.

The minister confirmed that the decree was issued following approval by the Cabinet and the board of directors of the Waste Management Regulatory Authority, and in accordance with the relevant governing laws, namely:

  • Environment Law No. 4 of 1994
  • Waste Management Regulation Law No. 202 of 2020

This is in line with the requirement to apply integrated waste management systems (collection, transport and storage) by registering on the Authority's website:
www.wims.wmra.gov.eg

Dr Manal Awad added that, under the Waste Law, licences will be granted by the Waste Management Regulatory Authority to oil collection companies on condition that:

  • They have the equipment and capacity needed for collection and storage operations
  • They deal with officially licensed factories to hand over collected material for recycling of the collected oils

She also stressed the need to tighten oversight of the used oil management process to ensure that collected material is directed to officially licensed factories.

She pointed out the need for officially licensed factories receiving used oils for recycling to set up a traceability register recording the quantities they receive, in order to ensure rigorous oversight of the process.

In conclusion, the Ministry of Environment urges citizens to ensure the safe disposal of used cooking oil through licensed companies operating in the collection and transport of used oils, to make sure the oil reaches officially licensed factories.
