New Priority Protocol Implemented for Vegetable Oil Tankers in the Sulina Canal

A new mechanism granting priority passage to vessels carrying vegetable oils has been officially implemented in the Sulina Canal. This strategic shift in maritime logistics is already reflected in the latest vessel schedules issued by the Ukrainian Sea Ports Authority (USPA), signaling a change in how edible oil shipments are handled through this critical corridor.

According to Ekaterina Kononenko, Operations Manager at Avalon Shipping, the priority status is contingent upon the actual readiness of the vessel. If a tanker carrying vegetable oil is significantly distant from Sulina or is not technically prepared for transit when a pilot becomes available, the pilot is redirected to the next vessel in line. This ensures that the priority system reduces downtime for specialized staff and pilots rather than causing bottlenecks by waiting for unready ships.

Despite the new rules, the overall impact on canal traffic is expected to be limited. Kononenko noted that the volume of vegetable oil in the current freight structure is considerably smaller than that of grain. Consequently, prioritizing this specific category is unlikely to drastically shorten the existing queues. As of October 26, 2026, approximately 80 vessels were stationed in the Sulina roadstead, with another 25 prepared to exit the canal.

Currently, environmental factors are posing more significant challenges to shipping than the new priority system. Heavy fog in the Tulcea area has delayed vessels arriving from the 44th mile for two consecutive days, with delays averaging about 12 hours. These visibility issues, combined with ongoing draught restrictions for vessels on the Danube, remain the primary obstacles to smooth navigation in the region, as reported by ukragroconsult.
