The Philippine government has unveiled an ambitious strategy to scale up its domestic palm oil sector, aiming to expand plantation areas to 300,000 hectares. This move is designed to curb the nation's heavy reliance on foreign vegetable oil imports while ensuring a more stable supply of domestic feedstocks. According to the Philippine Department of Agriculture, this sectoral growth is a key component of a larger national agenda to bolster food security and revitalize local agricultural output.

Current consumption patterns show the Philippines utilizes over 1 million tons of palm oil annually. However, local production currently accounts for a mere 9% of this demand, leaving a 91% deficit filled by imports primarily from Southeast Asian neighbors Indonesia and Malaysia. Data for 2025 indicates that domestic output totaled approximately 140,000 tons, harvested from about 63,400 hectares of plantations.

The government's development roadmap outlines a phased approach, with an initial target of reaching 100,000 hectares by 2028. In the longer term, the total plantation area is expected to reach approximately 300,000 hectares, representing a nearly fivefold increase from current levels. The program is specifically structured to boost domestic production capacity and gradually phase out the country's structural reliance on imports.

To finance this massive undertaking, the Philippine Department of Agriculture is seeking an allocation of approximately PHP 300 million ($4.75 million) in the 2027 national budget. Furthermore, the department estimates that implementing the full program will require an annual investment of roughly PHP 1 billion ($15.85 million) over the next five years. This funding is earmarked to support the expansion of production facilities and the overall maturation of the oil palm value chain.

Beyond securing raw materials for the food industry, the expansion is expected to catalyze the domestic biofuel sector. Palm oil is identified as a critical potential feedstock for the country's renewable energy goals. By establishing a robust domestic feedstock base, the program seeks to create new value-added opportunities and significantly reduce the national import bill for both food and energy.
