Mostakbal Misr for Sustainable Development announced that it will assume responsibility for importing strategic commodities instead of the General Authority for Supply Commodities (GASC), marking a major shift in Egypt’s approach to securing its strategic needs.

According to a letter issued by Egypt’s Ministry of Supply on December 5 and addressed to Russian Agriculture Minister Oksana Lut, the decision indicates a move away from the traditional tender system previously used by GASC.

A New Shift in Egypt’s Import Strategy

Mostakbal Misr plans to use direct purchasing alongside tenders in order to facilitate trade operations. However, the move initially raised concerns among global traders because of unclear procedures.

The letter confirmed that Mostakbal Misr will carry out all responsibilities previously handled by GASC, while stressing that the agency has the financial capacity required to meet obligations arising from tenders and direct purchases.

In a written statement to Reuters, GASC said the purpose of the letter was to introduce officials to the new agency. It added that coordination with Russia’s Ministry of Agriculture was intended to ensure the smooth continuation of imported wheat supplies after the Cabinet approved strengthening Mostakbal Misr’s role in unified procurement.

Agency Establishment and Expansion

Mostakbal Misr for Sustainable Development was established by presidential decree in 2022. Although its core mandate focused on land reclamation, its activity has expanded to include vital economic sectors.

In late November, the agency made its first attempt to purchase wheat and vegetable oils through direct purchase agreements. However, lack of clarity over procedures caused confusion among traders, prompting requests for more details about the new system.

Implications for the International Market

Egypt has long relied on GASC as the main intermediary in international trade for purchasing vegetable oil needs for subsidized oil.

With responsibilities now being transferred to Mostakbal Misr, market participants are watching closely to see how these changes will affect future procedures and market dynamics.
