Malaysia Launches First Sustainable Aviation Fuel Plant in Johor

Minister of Plantation and Commodities Datuk Seri Dr Norini Ahmad said the project will create opportunities for Malaysian small and medium enterprises in biomass supply, logistics and industrial services, supporting inclusive national growth.

Malaysia has cemented its leadership in sustainable aviation and the energy transition with the launch of the country's first commercial-scale sustainable aviation fuel (SAF) plant in Tanjung Langsat on Monday.

Minister of Plantation and Commodities Datuk Seri Dr Norini Ahmad said the launch is in line with the Malaysian Aviation Decarbonisation Roadmap, which sets out a phased path to reducing carbon emissions from the aviation sector.

In her opening remarks at the launch ceremony for EcoCeres's first sustainable aviation fuel plant in Malaysia, she said: "The roadmap focuses on improving efficiency, promoting sustainability practices, and championing sustainable aviation fuel as the fuel of the future for aviation. Under the National Energy Transition Roadmap, the initial target of a 1% SAF blending rate is important for creating demand and supporting market growth."

The minister noted that the SAF plant operated by EcoCeres Renewable Fuel Sdn Bhd reflects Malaysia's strategy of positioning its commodities sector as a responsible national player, converting certified, waste-based biomass into high-value products.

"This initiative strengthens domestic supply chains, boosts downstream processing activities, enhances sustainability and transparency, and cements the long-term competitiveness of our plantation and commodities sector," she said.

The facility has a licensed annual capacity of 350,000 tonnes and will produce sustainable aviation fuel, renewable diesel and other advanced biofuel products for both domestic use and export.

Norini said the project will create opportunities for Malaysian SMEs in biomass supply, logistics and industrial services, supporting inclusive national growth. She added that the plant reinforces Malaysia's position as a leading SAF producer within ASEAN, unlocking the full potential of the country's domestic biomass resources.

The minister stressed that the initiative demonstrates how Malaysia is aligning national policy, economic development and environmental goals to build a sustainable, competitive and low-carbon economy for the future.

EcoCeres began construction of its second biofuel plant in Johor in June 2023, with operations commencing in October 2025. The facility spans 105,830 square metres and has a total annual production capacity of 420,000 tonnes of sustainable aviation fuel, hydrotreated vegetable oil and renewable naphtha.
