US Proposes Heavy Shipping Fees and Caps on Spanish Olive Oil Amid Port Access Dispute

The United States Federal Maritime Commission has proposed a series of punitive measures against Spain, including a $200,000 fee on Spanish-flagged vessels calling at U.S. ports and restrictions on key Spanish imports, most notably olive oil—the nation's primary export to the American market.

According to the commission, the move is a response to Spain creating 'unfavourable conditions' for U.S. shipping. The dispute stems from Spain's decision in 2024 to deny port access to three U.S. vessels. Spanish officials justified the refusal by stating the ships were transporting cargo related to the ongoing conflict in Gaza, asserting that Spain was complying with domestic, European Union, and international laws governing the transport of defense materials and dual-use goods.

The proposed restrictions extend beyond olive oil to include other significant Spanish exports such as cosmetics, industrial oils, and ceramics. While the investigation into Spain's port practices was initiated under the administration of former President Joe Biden, these proposals represent the first concrete trade plan against Madrid since President Donald Trump threatened to sever trade ties last year over Spain's NATO spending commitments and its diplomatic stance on Gaza and Iran.

These measures are currently not in force and have been opened for a 60-day public comment period. The Spanish government stated on Wednesday that it is currently analyzing the Federal Maritime Commission's conclusions and the potential economic implications. Madrid emphasized that it will 'defend its interests and those of its companies' in close coordination with the European Commission and fellow EU member states, while maintaining its overall commitment to a strong trade relationship with the U.S.
