EPA Expected to Send 2026 Biofuel Blending Quotas to White House This Week

Two sources familiar with the matter said the US Environmental Protection Agency (EPA) is expected to submit its proposed 2026 biofuel blending quotas to the White House this week for final review.

The administration of President Donald Trump is racing to meet a self-imposed deadline to finalize delayed new US biofuel blending mandates by the end of March. The White House usually takes about 30 days to review a proposal before it is released to the public.

In June, the EPA proposed total biofuel blending volumes of 24.02 billion gallons in 2026 and 24.46 billion gallons in 2027, up from 22.33 billion gallons in 2025.

The total included a target of 5.61 billion gallons for biomass-based diesel, a major increase compared with 3.35 billion gallons in 2025.

According to an earlier Reuters report, the agency is currently considering a slightly lower range of 5.2 billion to 5.6 billion gallons for biomass-based diesel in 2026.

Any adjustment could affect fuel credit markets and demand expectations for soybean oil, a key feedstock for biodiesel production.

The possible downward adjustment is partly linked to the EPA’s plan to abandon a proposal that would have reduced the value of US renewable fuel credits granted to imported biofuels, an “America First” policy praised by soybean and biodiesel industries as a victory.
